What is FLO?

The FLO (Flexible Learning Options) enrolment strategy aims to assist schools and the wider community in supporting successful engagement and retention of young people aged 13-21, identified as disengaged from a mainstream secondary school based learning program.

The Department for Education (DfE) FLO Policy has determined that student non-attendance in schooling is the primary indicator for referral to FLO.

A FLO enrolment involves:

  • flexible resources to the school of enrolment
  • appropriate school and/or community based flexible learning programs
  • provision of individual professional case management for 52 weeks of the year
  • community partnership approach - establishing links with a range of community support programs, counselling, job and training opportunities and pathways.

Flexible Learning Options within Golden Grove High School

GGHS identifies and determines the individual learning and well-being needs of referred students and channels them into one of three FLO programs:

A FLO enrolment involves:

  • FLO - In school support
  • CLC - Community Learning Centre
  • FLO - External support

FLO:

These students are in Years 8-12 and have the capacity to be enrolled and succeed in school based and delivered pathways.

As of 2018, new students nominated for FLO and requiring school placement can access 2 full subject lines. (English / Maths). Any other classes will be paid for from their FLO budget.

Students placed on FLO before 2018 will continue their subjects as agreed by ELT (Executive Leadership Team).

Students may be on a negotiated, part-time timetable and may also be engaged in certificate courses, short courses, programs, extra study lines, work experience or work.

Each student has an allocated Case Manager and additional support from the FLO teacher as per their individual plan.

FLO - CLC:

These students are typically in Year 11 and 12 and engage in learning off-site at the CLC (Community Learning Centre at Tea Tree Gully TAFE).

Key Outcomes for a FLO Enrolment

  • Living: Personal, emotional, social, health, family issues are identified and prioritised for skill development
  • Learning: Personalised learning plan articulated through inclusion in the Flexible Learning and Transition Plan Portfolio (FLTP)
  • Transition Pathways: Further learning and career aspirations are identified and students are supported to pursue these
  • 2016 data - approximately 76% of FLO secondary students engaged in some form of accredited learning

Each FLO student has:

  • A FLTP - the key document through which the young person's needs are communicated, and services coordinated and documented
  • A qualified Case Manager (not a teacher) assigned to help address wellbeing issues as well as arrange learning options/program brokerage
  • Individualised flexible learning which makes use of learning spaces available on the school site and in the wider community
  • Access to both accredited and non-accredited learning aligned to student interest and skill level with a focus on literacy, numeracy and employability skills development
  • Community connections - sustainable community connectedness; improved resilience.

The FLO Referral Process

Referral of students to FLO and also to The Community Learning Centre (CLC) is a whole school process undertaken by the Student Wellbeing Team at the beginning of Term 3.

Students are identified from the range of school data that specifies attendance and engagement ratios across the semester. The team also identifies students who are significantly at risk. Referrals are completed by Week 7 of Term 3 and caregivers are then invited to attend our FLO Parent/Caregiver Evening to endorse the invitation in Week 3 of Term 4.
